Meet Our Team

ESD1 is overseen by five emergency service district commissioners that are appointed by the Hays County Commissioners Court and are residents of the ESD1. Emergency service district commissions for ESD1 serve two-year terms as provided under section 775.034 of the Texas Health and Safety Code. All ESD1 commissioners are volunteers, meaning they receive no compensation for their work.

Commissioners of the NHCESD1 also serve as officers for the District and as committee members. ESD commissioners receive training in the operation of political subdivisions, including training by the State Attorney General’s Office on the Open Meetings Act and the Open Records Act. Additionally, commissioners receive training from the Texas State Association of Fire and Emergency Districts (“SAFE-D”) or other approved training.

Robert O. Lamb

District Administrator

Robert Lamb has been in FIRE/EMS for over 30 years. He has worked for volunteer, private and municipal Fire/EMS services. Robert is a Paramedic, and Licensed EMS Instructor. In the Fire/EMS field, Robert has held certifications for Basic Firefighter, Intermediate fire instructor, HAZMAT, Swift Water Rescue, High Angle Rescue, PADI Diver, ACLS Instructor, PALS Instructor, BCLS Instructor, BTLS Instructor. Robert spent 26 years in the Fire/EMS Department until he retired. He has also has taught all levels of EMS and was the Clinical Coordinator for San Antonio College EMS Academy. Robert has worked his way through the ranks of EMS. From a Basic EMT through Paramedic and into Clinical Manager and then into Director of Operations. Robert has also had the opportunity to work as a Director of Safety and Director of training in an Oil Field Safety Company. Having the responsibility of setting safety guidelines and training guidelines for multiple companies, and maintaining OSHA Regulations. On his days away from EMS, Robert loves spending time with his family.

President

Walt Krudop was appointed to the ESD 1 commission in January 2014. Initially he held the office of Treasurer and was subsequently elected President in August 0f 2014. As Treasurer, he was instrumental in developing the monthly summary report showing the monthly financial status of the ESD and the projected year-end financial status. He championed the development of an annual detailed long range plan for the ESD. He ardently supports to mission of the ESD, highest quality EMS service at the most affordable rate, and feels planning for the future and providing adequate revenue is the foundation of operation.
Walt and his wife Cindy have lived in Dripping Springs since 2003 having bought their property on 1997 and spending significant time in Drippin before permanently moving here. They have six children and fifteen grandchildren. Walt has degrees from Villanova University, Seton Hall University and the University of Houston.

Vice President

Geoffrey Tahuahua (ta-WA-wa) currently serves as the Vice President of Policy and Government Affairs for the Real Estate Council of Austin(RECA). As VP, Geoffrey is responsible for overseeing the advocacy and policy efforts for RECA that affect the commercial development and building industry. Prior to working for RECA, Geoffrey worked for the Home Builders Association of Greater Austin, Texas Public Policy Foundation, and State Representative Lyle Larson. Together, Geoffrey has over 9 years of experience working in public policy and advocacy.

Roger Thormahlen

Treasurer

Roger worked most of his life as an independent commercial casualty insurance broker and risk manager and is now enjoying retirement. He also developed and managed the licensing and education of the state property tax professionals for Texas Department of Licensing and Regulation. Roger graduated from Southwest Texas State University.

Dan O’Brien

Assistant Treasurer

Dan O’Brien lives in the Dripping Springs community with his wife and daughter. As an ESD Commissioner, Dan helps ensure the provision of quality emergency medical service in our community. He serves a director on several boards of local non-profit entities. Dan has practiced law in Texas for more than 15 years and holds degrees in Economics and History from the University of Texas at Austin, and a law degree from Baylor University. Dan completed his mediator training at the University of Texas School of Law’s Center for Public Policy Dispute Resolution. He is also a graduate of the Chamber of Commerce’s Leadership Dripping Springs program and serves on the Chamber’s Economic Development Committee.

Keith Hughart, a Dripping Springs resident since 2001, is a Flight Nurse with a local helicopter EMS service. He has been active in emergency, critical care and pre-hospital medicine since 1977 and was a firefighter for 10 years in Corpus Christi. As ESD-1 Secretary, Keith works to provide you with the highest quality emergency medical service possible.
